Department of Labor and Social Security is a component department of Shandong Provincial People's Government responsible for the administration of labor and social security affairs across the whole province.
The major duties are:
1. To organize the implementation of the laws and regulations of the State, to draw up the rules and regulations related to labor and social security affairs of the province, formulate the overall planning with respect to the reform of labor and social security system; to draw up the development planning and the annual plans and to be responsible for implementation.
2. To draw up policies and regulations of labor and social security affairs and organize and supervise their implementation; to formulate the management methods of service and consultant institutions concerning labor and social security; to supervise and check the work of labor and security on behalf of the Provincial Government; to formulate norms for supervising and checking the work of labor and social security; and to supervise the work of labor and social security supervision and checking institutions across the province.
3. To formulate the urban and rural employment promotion policies and measures; to plan and guide the development of the labor force market, to organize the establishment and improvement of employment service system; to formulate planning and regulations concerning reposition of redundant personnel, basic life security and re-employment of lay-offs in enterprises; to organize the implementation of re-employment project; to draw up management methods of employment service centers; to draw up policies and measures concerning the development and employment of rural surplus labors and the orderly flowing of the rural labor force across areas and organize their implementation; to formulate policies and regulations concerning citizens' overseas employment and employment of overseas labor force in Shandong.
4. To organize the implementation of the national vocational classification, vocational skill standards and relevant industry standards; to establish and improve identification system of the relevant vocational qualification certificates; to formulate measures of examination and identification of vocational skill; to draw up development planning and management methods of vocational schools according to the national education policies and measures; to manage comprehensively the vocational training of this province; to be responsible for management of different kinds of vocational training institutions and affirmation and issuance of the relevant vocational qualification certificates; to formulate planning, policies and measures for vocational technical workers' training and awarding; to draw up regulations of vocational skill contest; to draw up methods of labor preparation; to supervise teachers' training in these vocational schools and institutes; to normalize the teaching materials and evaluation system and organize their implementations.
5. To formulate rules and regulations regarding the adjustment of labor relationship in the province and organize the implementation; to organize the implementation of labor contracts and collective contracts system; to formulate norms and regulations for labor disputes settlement system and labor arbitration and organize the implementation; to exam and release standards for enterprises determining the size of staff and the quota; to implement the system of labor hours, day-off and vacation to guarantee staff members' right to rest; to be responsible for protecting the interests of women and the underage; to administrate policy-related settlement adjustment; to participate in assessment and approval of the province-level and state-level model workers.
6. To draw up macro-policies and measures on enterprises' staff wages across the province; to draw up relevant polices directing enterprises' salary level; to formulate the adjustment measures of the trade wage level.
7. To formulate basic policies and standards concerning old-age pension, unemployment, health, compo, birth insurance and organize their implementations.
8. To formulate polices and methods on the collection, payment and management of labor and social security funds across the province, and to put forward suggestions on verifying social security fund budgets; to implement administrative supervision of social security funds; to formulate management methods of social security agencies and assessment standards for the identification of funds-managing institutions' certification; to draw up the construction planning for the social insurance service system across the province and organize the implementation.
9. To formulate supplementary policies for pension insurance and health insurance in administrative and public institutions and enterprises; to draw up standards for identifying qualification of institutions engaged in supplementary insurance; and to exam and approve the qualification of these institutes.
10. To be responsible for the work of statistic and information, the establishment of the network of the labor and social security socialization service of the province; to release the statistic report, relevant information and forecast report of labor and social security works to provide basis for making the relevant policies.
11. To organize the science and technology research; to organize the generalization and application of new research achievements, and the industry development in the field of labor and social security; to be responsible for the standardization work in this field.
12. To be responsible for foreign cooperation and exchange in this field across the province.
13. To undertake the management function of pension insurance of 11 departments and units (involved in railway, traffic, posts and telecommunications, coal, banking, civil aviation, petroleum, colored media, water conservancy, construction engineering, electricity) that used to undergo system coordination; to coordinate with other central departments and units resident of Shandong to manage labor and social security business in these setups.
14. To undertake other matters assigned by the Provincial Government.
