Bureau of Communications of Hebei Province is a department in charge of the communications of road, waterway and local railway with the following functions:
1. Draft the strategies of development, communications policies of road, waterway and local railway, local laws and regulations, and supervision of their implementation.
2. Draft the development planning, such as communication of road, waterway and local railway, mid and long-term planning, annual planning and monitor their implementation; take charge of the statistics and information guidance of communications industry.
3. Regulate the key commodity transportation of province and nation, the transportation of urgent passengers and cargo; carry out the engineering construction of key roads, waterways and local railways.
4. Direct the reforms and management of enterprises in communication system; maintain the fair-play-orientated communications order in road, waterway and local railway system; direct the optimization of structure and harmonious development of communications industry.
5. Organize the construction, maintenance, management, and tax levy of road and facilities; take charge of the administration of provincial highway tolls, transportation market, automobile services, loading and unloading, transportation services, censoring of synthetic capability of vehicles, automobile drivers school and training of drivers.
6. Take charge of the construction, maintenance, management and regulation and tax levy of waterway infrastructures; take charge of the safety surveillance of aquatic traffic, censoring of ships and marine facilities, prevention of ships pollution, rescuing, salvaging and navigation; carry out water transportation, ships proxy, foreign ships tally, shipping route scouring, administrative management of coastal lines planned for harbor and port construction.
7. Take charge of supervision of local railroad; coordinate the relations of railroad, road and waterway with the ministry of railway.
8. Direct the financial management in transportation system; take charge of the management of state owned assets, management and utilization of special funds, and surveillance of traffic engineering quality; organize the authentication of products, surveillance of quality of transportation industry and interior auditing of transportation system.
9. Draft the policies, technical standards and regulations of transportation industry; organize the explorations, enforce the advancement of industry technique, guide the adult education and specialize the technical education in transportation system.
10. Take charge of the management. Direct the subordinate departments on personnel affairs, labor, development of human resources; take charge of the training and censoring; direct the spiritual education of civilization in transportation industry.
11. Take charge of the foreign affairs of transportation industry; direct and utilize the foreign capital; manage the communications with international organizations; carry out the exchanges and cooperation in terms of communications for the sake of economy and technique.
12. Direct the security of transportation industry.
