Li Wancai, male, Han nationality, born in Apr. 1995, began his job in 1972, part-time postgraduate background, CPC member. In Dec. 1988, he was posted as vice director of committee for disciplinary inspection and member of party group in Yinkou City, posted as vice mayor of municipality in Yinkou in Feb. 1993, and posted as vice president of Local Taxation Bureau and vice secretary of party group in Liaoning Province in June 1994; in May 1996, he was posted as secretary of party group of Liaoning Local Taxation Bureau; in Apr. 1998, posted as president of Local Taxation Bureau and secretary of party group in Liaoning Province; had been studying in Central committee Party School excellent young cadre training class from July 1998 to July 1999, and posted as vice deputy secretary-general of Liaoning government in January 2000; in May 2001, he was posted as vice mayor of Dalian government; and in Jan. 2003, he was posted as vice governor of Liaoning Provincial People's Government.
