Liu Guoqiang, male, Han nationality, CPC member. He was born in Benxi of Liaoning in Dec. 1953. He was a senior engineer and enjoyed special allowance issued by the State Council. He worked in countryside from Oct.1968 to Sept.1970. He was a worker in Benxi Steel Company from Sept.1970 to Mar.1978. He studied in Electric Engineer Department of Dalian Railway Institute and majored in automatization from Mar.1978 to Jan.1982and then obtained Bachelor of Science. He was respectively technician, vice director of workshop, director of comprehensive plan department and engineer department, assistant factory director and factory deputy director of Rolling Factory of Benxi Steel Company and factory director and party committee secretary of Cold Rolling Factory from Jan.1982 to Apr. 1996. He was the vice general manager of Benxi Steel Company from May.1996 to Apr.1997. He was the general manager of Benxi Steel Company from May.1997 to Mar.2000. From Mar.1992 to Dec.1995 he studied in Automatic Control Department of Northeast University and majored in industry and enterprise automatization and then obtained Bachelor of Science. From Mar.2000 to Jan.2001 he was the city committee deputy secretary, vice mayor and deputy mayor of Benxi of Liaoning Province. From Jan.2001 to May 2001 he was the city committee deputy secretary and mayor of Benci of Liaoning Province. From May 2001to present he was vice governor of Liaoning Province and a member of provincial government party group, among which period he chiefly in charge of industry, safe production and supervision of quality and technology. From Mar. 2004 he was in charge of the work in assets management, safe production, quality and technology supervision and information industry.
