Pre-School Education
By the end of 2004, there had been one pre-school normal college and 6,639 kindergartens with 673,000 children. The principle of combining child care with child education is being carried out in the kindergartens, where children receive education in health, society, science, arts and languages.
Middle-and-Primary-School Educations
The compulsory education in middle and primary schools are basically made universal throughout the province, and the senior-middle-school education takes on a look of rapid development. In 2004, there are altogether 11,339 common primary schools, with 2.794 million in-school students and an enrolment rate of 99.7 percent. There are 1,885 common junior-middle schools, with 1.675 million in-school students. The coverage of compulsory education was 100 percent. There were 456 common senior-middle schools with 685,000 in-school students.
Higher Education
There are 69 common colleges and universities in the province, with more than 250 specialties in the following 11 disciplines: philosophy, economics, law, pedagogy, literature, history, science, engineering, agronomy, medicine and management. A multi-subject and multi-level higher educational system has been established. In 2004, there were 583,000 students attending colleges and universities, among them 43,000 masters.
Vocational Education
By 2004, there had been 412,000 students. The secondary vocational education had been strengthened, and there were 10 specialties designated as the country's secondary professional schools, ranking the first nationwide. There had been 54 vocational education centers, of which 14 had been certified standardized centers for vocational education.
Adult Education
The adult education in Liaoning is composed of various forms of education, such as school education, illiteracy-eliminating education and so on, with adult people as the objectives. By 2004, a total of 8,505 adult schools had been set up. So long as one has a willing for study, he or she can receive lifelong education.
Special Education
Governments at various levels have attached great importance to Liaoning's special-education undertakings, whose standards have been lifted continuously. By 2004, there had been 75 special-education schools.
