Science and Technology

In terms of scientific and technological power and potential, Liaoning is strong and ranks among the top of the national level. In the province, there are 1300 independent institutions of scientific research. The number of personnel who are engaged in scientific and technological activities is 160,000,among them 11700 scientists and engineers. There are three state-level high- and new-tech development areas, five demonstration bases for industrialization of the state 863 Program, two state-level agricultural technology parks and ten state-level Spark Technology Intensive Zones. Shenyang is the pilot city for the manufacturing of China's advanced equipment, while Dalian is the national demonstration city for internationalizing the software industry.

High and New Technologies

The provincial government has initiated a pattern of research and industrialization of high and new technologies, with focus on four major fields, including electronic information, advanced production, new materials, biological engineering and pharmaceuticals. At present, there are more than 1,500 high- and new-tech enterprises in Liaoning, and many leading companies have come into being, including Dongruan Group, Shenyang CityOne Network Communication Co., Ltd., Dalian Haihui Technologies Co., Ltd., Anshan Julong Automatic Equipment Co., Ltd., Dandong Jinwan Co., Ltd. and Chaoyang Power Source Co., Ltd. The market shares of high-tech products, such as digital-control machine tools and digitalized medical equipment, top their own industries. Technologies applied in robot making, processing industry automation, genetically reorganized multi-peptide medicines, and the preparation and handling of nanometer materials are in a leading position in China.

Major Achievements in Scientific and Technological Research

Since the founding of New China, Liaoning has given births to China's first industrial robot, first jet plane, first 10000-tonnage ship and dozens of other kinds of "firsts". Since the introduction of the Ninth Five-Year Plan, more than 3,300 pieces of scientific and technological achievements with top or advanced international standards have been made, and 111 pieces have received national awards. The successful research on the automatic 6,000 meter-under-water robots by the CAS Shenyang Automation Center has advanced our comprehensive technological standard into world leading level, making China one of the few countries that have such technology. Dongruan Group initiated to develop the full-body CT scanning machine, making China the fourth of those countries that can produce CT. Shenyang Agriculture University succeeded in growing a new kind of rice with per-hectare output of 12,460.5 kilograms, placing China in the forefront of the world in terms of extremely high per-unit yield. Dalian New Shipyard's 300,000-tonnage oil ship has filled the blank of China's design and manufacture of large ships. The Kunlun jet engine, invented by Shenyang 606 Institute, has brought China to the fifth country that can independently research and produce jet engines in the world.

High-Tech Development Areas

Liaoning is home to three state-level (Shenyang, Dalian, and Anshan) and three province-level (Jinzhou, Yingkou and Liaoyang) high- and new-technological development areas, with 80 square km of developed land and over 8,000 enterprises stationed there. These areas have sound and complete facilities, high-quality service, preferential policies and good environment, and various kinds of incubators, such as entrepreneur centers, oversea-student parks and software parks, have been set up within the areas. Recent years have seen the annual average growth rate of total income from technology, industry and trade reach 50 percent.
