Li Haifeng, female, Han nationality, was born in Leting County, Hebei Province in February 1949, and is a postgraduate from the Party School of the CPC. She has been successively secretary of Daqing municipal CPC committee, member of the standing committee and deputy director of the politics department of Daqing Oilfield CPC Committee, general secretary of the Secretariat of the central committee of the Communist Youth League of China, member of Hebei provincial CPC standing committee, deputy and general secretary of Shijiazhuang municipal CPC committee, vice-governor of Hebei Province, and member of the 5th and 6th National Committee of the CPPCC.
