Male and of the Han Nationality, Jian Baowei was born in July, 1953. He started working in March, 1969 and joined the Chinese Communist Party in September, 1971. His academic diploma is junior college graduate. He has been working in the Government Offices Administration of the State Council since December, 1973, successively as Deputy Director-general of the Service Department from February, 1994, Director-General of the Service Department and concurrently Director of Beidaihe Reception Service Center from May, 1997. He became Member of the Party Leadership Group in December, 2000 and Secretary of the Party Committee of the Administration offices in March 2001. He has been Vice Administrator since December, 2004.
