Male and of the Han Nationality, Lu Shiguang was born in August, 1955. He started working in March, 1973 and joined the Chinese Communist Party in June, 1975. His academic diploma is postgraduate. He has been working in the Government Offices Administration of the State Council since September, 1978, successively as Deputy Director and Director of the Executive Office and Director-General of the Financial Management Department. He became Vice Administrator and Member of the Party Leadership Group in April, 1998. He was appointed the Deputy Secretary of the Party Leadership Group of the Government Offices Administration in November, 2004. He was a representative at 16th Chinese Communist Party Congress.
