Zhang Hongsheng, male, Han nationality, a native of Wafangdian City, Liaoning Province, was born in April 1956. He joined the Communist Party of China (CPC) in December 1982 and began working in July 1983. He had a college education. He serves as member of the Party Committee of the State Oceanic Administration (SOA) and vice-administrator of the State Oceanic Administration, P.R.C..
Jul., 1983: Graduated from the Department of History, Liaoning University and then participated in the training course of the Party School of the CPC Liaoning Provincial Committee for young cadres.
Dec., 1983-Oct., 1984: Member of the commission for discipline inspection of the Party Committee of Yangjia Town, Wafangdian City, Liaoning Province;
Oct., 1984-Dec., 1985: Deputy secretary of the Party Committee of Shengli Town, Wafangdian City, Liaoning Province;

Mar., 1987-Apr., 1992: Deputy mayor of the people's government of Wafangdian City, Liaoning Province;
Apr., 1992-Dec., 1995: Director of the Bureau of Fishery and Fishery Harbor Administration of Dalian City, Liaoning Province;
Dec. 1995-Sept., 2000: Deputy director-general and then director-general of the Department of Oceanic Affairs and Fisheries of Liaoning Province;
Sept., 2000-: Member of the Party Committee of the SOA and vice-administrator of the SOA, P.R.C..
